A man has been shot dead outside a shopping centre in Melbourne's north in what police believe was a targeted attack as four male offenders remain on the run.

Emergency workers arrived at Craigieburn Central shopping centre on Windrock Ave just before 3pm on Saturday after reports of several shots fired.

Police said two men were sitting in a car outside in the shopping centre's car park when four unknown men approached on foot and fired multiple shots at them.

A 27-year-old Craigieburn man in the car died at the scene.

The other man, a 28-year-old from Hadfield, was taken to hospital in a serious condition.

Shots were fired into the front windscreen of the car and there were multiple bullet holes in the window on the front passenger side.

The offenders fled in a black Range Rover Sport which was later located burnt out on Broad Street in Westmeadows, 13km south of the shooting location.

The four suspects fled from that vehicle and have yet to be arrested.

Police have cordoned off the area and are working to determine the motive but said the shooting appears to have been targeted.
