An inner-city apartment block's entrance has been inundated with tributes for a 21-year-old woman, as a man handed himself into police in relation to her death.

Jayda Allen Bonner, 21, was found dead by emergency services at the complex on Cardigan Street in the inner Melbourne suburb of Carlton just before 2am on Saturday.

A 60-year-old man was arrested shortly after the incident and released pending further enquiries.

A second man, a 31-year-old from Carlton, voluntarily attended a police station, where he was arrested, Victoria Police said in a statement on Tuesday.

Police believe he was known to Ms Allen Bonner and is expected to be interviewed by Homicide Squad detectives.

Flowers, photos, candles and handwritten notes lined the entrance to the Carlton apartment block on Tuesday morning, as loved ones and locals visited to pay their respects.

Speaking from the streetside memorial, anti-family violence campaigner Sherele Moody, who runs the Australian Femicide Watch, called on government to ensure adequate transitional housing supply for at-risk women.

"We just don't have the housing stock, we don't have the space in refuges and women are often left to go to motels which are inappropriate, or having to live in their cars," Ms Moody said.

"If you have nowhere to go, you're more likely to stay in your home."

There have been 55 women killed due to gendered violence in Australia so far this year, which Ms Moody said could rise to 80 by the end of the year.

A fundraiser set up to aid funeral expenses and assist family to travel from Queensland to say their goodbyes has raised more than $7000 in 24 hours.

"Jayda was a caring, loving young woman with a heart of gold and so much life ahead of her," Ms Allen Bonner's family wrote on the fundraiser page.

"She was deeply loved by her family and friends, and her loss has left an unimaginable void in the lives of those who knew her."

A smoking ceremony outside a public housing tower on nearby Lygon Street will honour the proud Yuggera woman on Saturday evening.

Mourners will then march from the site to Parliament House to protest gendered violence.
