Police have arrested two men after one of them brandished a fake replica gun, wearing a bulletproof vest with a US flag and carrying a toy police badge.

The men, aged 35 and 39, were taken into custody after police swarmed them at the Entertainment Quarter at Moore Park in Sydney on Monday.

Chaotic social media footage showed dozens of police officers including some wearing tactical gear surrounding the alleged offenders and confused shoppers running.

The replica firearm, bulletproof vest, badge, a pair of black boots and a carton box with the words "Hard Drugs" written in a comical style were all seized by officers.

NSW Police said there was no ongoing threat to public safety.

Close to Allianz Stadium and the Sydney Cricket Ground, the precinct spans over 11 hectares boasting cinemas, restaurants, bars and shops.
