Optus executives will face outraged senators as early as Monday to explain how it responded to the triple-zero network outage linked to the deaths of three people.

The program for the first hearing for the inquiry launched by the coalition and the Greens shows Optus is expected to front up on Monday morning.

It's unclear which Optus executives will agree to appear but the Senate has the power to compel witnesses if they decline.

The embattled telco's parent company Singtel will also be scrutinised for how it ensures Optus meets its obligations to provide a dependable service.

The telco regulator will also face the music, with representatives from the Australian Communications and Media Authority to appear after Optus.

The inquiry will investigate the regulator's response to the outage and whether more could have been done by them or the government to prevent the loss of life.

Liberal senator Sarah Henderson, who moved the motion to set up the inquiry, also called on Communications Minister Anika Wells to appear before the probe at a later hearing.

"We are determined to apply the blowtorch to Optus, the government, the minister and the regulator," Senator Henderson said on X after the motion passed.

As an added measure, a triple-zero custodian will be set up following the passage of legislation in the upper house to increase penalties for breaches to $30 million.
